We always had a separate recovery system to IPL which did not depend on any 
normal volume or dataset.  We could, and occasionally did, recover from IPL 
failures, usually self-induced, related to the master catalog, spool, page 
datasets, critical STCs, PARMLIB, PROCLIB, RACF permissions, etc.  We rolled 
our own but at least one contributor here has publicized a one-pack system that 
can be used by most any site for this purpose
