Hello Skip,

the NO RACF DATASHARE advice was for environments containing multiple systems 
accessing multiple RACF Databases:-

1.  SYSA & SYSB share RACF database
2.  SYSC & SYSD share a different RACF database
3.  SYSE has it's own unique RACF database


where you have 1 or more instances of #1 & #2 in the same sysplex it is safer 
not to use sysplex data sharing anywhere.
That way the Security Guys have a consistent process for performing changes - 
i.e. REFRESH everywhere.

If the environment has #1, and one or more #3 instances, then #1 could be RACF 
DATASHARE enabled.
