Windows != ​PC

I can upgrade my many things on my RedHat Linux and not need to restart,
unless I need to install a new kernel. And that is addressed, supposedly,
by Oracle's Ksplice which can update the Linux kernel "on the fly".

such as the PostgreSQL data base system, then I need to restart that
subsystem. Much like applying maintenance to CICS, IMS, or DB2. ​
