I "think" (I wrote the requirement), I was the one that requested
SMPE to create the forfmid at SHARE way long time ago. I was having
issues with stringing out the ptfs, mine got to 3 continuation
"cards" . It was for an obscure product that I dearly loved.

Yes.
You should apply the maintenance that is available, using your
standard methodology.
Everyone has different preferences, but IMO when installing a new
release, it is better to
apply all available service. Some may prefer to let the normal
maintenance "age" before
applying it and I would not fault anyone for doing it that way.
However, all HIPER
maintenance should be applied.
The most unreliable MVS system that I ever worked on was one where
the base MVS
was applied and none of the maintenance that came with it was
applied. The excuse that
was given by the person who did it was that he was a contractor
and the site didn't want
to pay him to apply the maintenance. I would have done it at the
same time using
something like:
APPLY FMID(fmid list) FORFMID(fmid list).
