When two versions of z/OS are on a machine SCRT reports three lines. One for z/OS V1, a seconds for z/OS V2 and a third line for z/OS ALL showing the combination of V1 and V2 as if they were the same version. For sub-capacity pricing of z/OS the z/OS ALL line's MSUs are the billable MSUs and are charged at the z/OS V2 prices.
The migration period is is actually per PricingPlex. These would be machines in a single data center aggregated together if they are in the same primary parallel sysplex and satisfy the aggregation rules. Multiplex PricingPlexes can be in one SCRT report. IBM's back end systems understand how to group the machines for pricing. PricingPlexes are complicated and there is a "redpiece" about it <http://www.redbooks.ibm.com/abstracts/redp3967.html>. Country Multiplex Pricing removes the PricingPlex rules as described in US announcement letter 215-230 dated July 28, 2015. Al Sherkow, I/S Management Strategies, Ltd.
