I guess the doc has improved in the interim. It's pretty clear now:

z/OS 2.1.0>z/OS Communications Server>z/OS Communications Server: IP System
Administrator's Commands>
        Displaying policy-based networking information>
The z/OS UNIX pasearch command: Display policies

But it's not a shell script:

    user@OS/390.24.00: file /bin/pasearch
    /bin/pasearch: z/OS Unix executable (amode=31)

... and it can not be executed as such:

    user@OS/390.24.00: sh /bin/pasearch 2>&1 | head
    }q0: /bin/pasearch 38: FSUM7351 not found
    : /bin/pasearch 39: FSUM7351 not found
