Yes this can be done.  You might also want to research something like FDR 
Upstream software.  

The TS3500 tape library can be partitioned into multiple logical libraries. 
This feature makes it an excellent choice for consolidating tape workloads from 
multiple heterogeneous open systems servers. It also enables support for System 
z attachment.

I would download the hardware manuals for the equipment and read.

If you have a CE you can talk to that person about it as well.

You will need to fence off the tapes between the open system and mainframe.  So 
mainframe will not be able to use those tapes.  

I would probably start by downloading this Redbook
IBM Tape Library Guide for Open Systems - Chapter on TS3500 should be a good

So if you are not having to add lots of tapes for Open Systems or the 
Mainframe, that the workload from Open Systems and Mainframe does not impact 
performance, it should work.

You also need to determine who will admin the open system functions.  It would 
be bad if they accidently acted on the mainframe logical library.
