If it was only introduced in z/OS 1.13, it seems unlikely that a statement of 
direction from 4 years ago would be referring to it.

[Note: I know nothing about the ICN mentioned by the OP, and as I'm no longer 
an IBMer I have no information on what IBM is planning to do. I agree that, 
since it's an ICN, it is most likely confidential information only available 
under an NDA. At least, that's how they were handled when I was at IBM.]
