That link is right and working. I have tested it out, because I see some threads recently from people struggling to join to the discussion lists. Now select RACF-L from that list in that link. You will see the Home Page of RACF-L. Select 'Subscribe or Unsubscribe' on the right side of that page and follow the prompts.
