I'm not sure there's anything more complicated as your simplified non-response of 'HLQ for the VolCat'. From the v2.1 "Ain't it a tuna?" ref [1], it would seem that TAPEHLQ(UCAT) causes the default SYS1.VOLCAT.VGENERAL to be expected as UCAT.VOLCAT.VGENERAL. (Don't know what happens if the latter doesn't exist.) This seems to bear out in the MODIFY CATALOG,REPORT which has a line with " VOLCAT HI-LEVEL QUALIFIER = SYS1". Since the VolCat is a User Catalog, I don't believe it's required to be in SYS1 however, perhaps they needed a mechanism for the Catalog STC A/S to find it. Again, simply (late) speculation on my part...
