Your code plus Jim's comment confirmed what an IBMer told me this years ago:

"You set the ARCH level in a parmlib member and z/OS will set a field somewhere 
in a storage area for later usage."

I will try to test it out on my favourite toys on v1.13 and v2.1 (not v2.2). On 
a sandbox of course.

For others not really familiar to assembler programs, in Kirk listing there is 
a line YREGS.

    YREGS  <-- That is a list of register value declarations/constants. You 
will have to provide your own list.
