Well, "phase 1" (new business?) is 98%? complete and acceptable to the end users. The 2% is some "old" business which is complicated and which will "disappear" soon anyway, so "why bother?" converting it. The major portion is "phase 2" (policy management?). I don't really know exactly what these phases consist of, but the vendor, CSC, indicates that it should be complete at the end of Feb 2016. Hum, they originally said that "phase 1" would be complete May/June 2015, and it took till Nov 2015.
