Well, TCP/IP comes from the Unix world and much IBM-provided TCP/IP software comes directly from open source Unix, e.g., OpenSSH
But TCP/IP doesn't "use" Unix, Unix uses TCP/IP ("the TCP/IP stack") ... unless you are saying that the z/OS implementation of Unix leans on USS which I don't think is the case.
