As already mentioned, use FIXCAT HOLDDATA and SMP/E's REPORT MISSINGFIX
to identify the specific PTFs you are missing. That's all.
What has not been mentioned yet is the fix category you should be
interested in. You mention "z13" which I will assume is the server, not
z/OS V1.13. Hence, you need to use the HOLDDATA and report to identify
which fixes for the IBM.Device.Server.z13-2964.RequiredService category
are missing. This category is the same for all z/OS releases and
identifies the minimum required set of fixes to run z/OS on a z13 server.
