I am using JZOS to run Java as a batch job, and these are my tests for general processing of SMF data rather than time zone conversion specifically. It wouldn't surprise me if the batch job is better than running under the shell.

Also there is a certain amount of time starting the JVM, which becomes less significant the more data you process.

I don't know enough to comment on your code, but I will run some tests applyng timezones to the date/times returned by the API. That will be interesting, because it obviously does require a certain amount of looking up rules.
