I don't know about "28" vs "48" but the values of the boundaries of the 
area are not considered to be a programming interface and are, as you'd 
expect, represented in a system control block. I don't know why it was 
felt necessary (or even appropriate) to put the actual boundaries into a 
book (the creators of red books seem often do not check to see if what 
they put in would be deemed OK; yeah, I know we should be able to get our 
company-wide act together)
