I see those statements of direction as saying that the version of z/VM
that will IPL under a z14 directly or under a z/VM running on z14 will
not include z/VM 6.3.  It says z/VM 6.3 requires ESA/390 mode which will
no longer be supported by processors after z13, but as literally written
it doesn't exclude the possibility that a future z/VM might still
provide the appearance of older ESA/390 support (like IPL in 31-bit
mode) for some virtual machines that might enable running a 31-bit Linux.

I have no idea whether IBM meant to exclude that possibility, whether
follow-up versions of z/VM will allow for that support, or if there is
even a good argument for allowing it; but the strict wording of the
statements of direction that I have read so far don't seem to rule out
that possibility.
