​I assume you mean replacing the normal IKJEFT01 in the _JCL procedure_​ in
a user's TSO segment with IEFBR14. Yes, that would allow a person to have a
TSO segment but still not be able to do a normal TSO logon. Actually, the
LOGON would proceed, run IEFBR14, then terminate (like doing a LOGOFF at
the TSO PROMPT). But it is easier to just not give them a TSO segment (or
UADS entry, harkening back to an earlier thread).
