IBM has updated its Large Systems Performance Reference (LSPR) data to include the IBM z13s and its new capacity models. You can find the IBM LSPR with the new data here:

These data even cover subcapacity general purpose processor configurations, which is quite unexpectedly thorough. As always, you should be extremely cautious about interpreting and using performance-related data, especially when comparing across model generations. Your actual results will likely vary. Even the best, most carefully estimated performance indices -- "PCIs," for example -- have their limits.
