Many thanks. I also read Peter's reply about Tom Wasik. I now understand. It is 
about WHEN those messages are issued.

I could now test that out - was too busy during the day:

IRR010I  <-- on submitting node SYSLOG. (where the submitter is working) 
ICH70001I <-- on executing node. (If and when the id was translated 
successfully according to the NODE)

My initial confusion came when job is running on same system. There I could see 
both messages on the job log.

I think your answer should answer Peter's question properly.
