IBM might have something for you at least in terms of important
security-related 2FA use cases. Take a look at the announcement for IBM
Multi-Factor Authentication for z/OS, and in particular the Statement of
Direction re: iOS devices. "Ask your friendly IBM representative" if you're
interested, and if you're also interested in additional 2FA options.

That said, if you need generalized SMPP support on z/OS one place you can
get it is from the open source community, e.g. jSMPP, Cloudhopper SMPP.

Actually, there is a "SMPPS": TLS/SSL-encrypted SMPP. It's not universally
used, but it's part of the SMPP specification. Or you could use an IPSec
connection. Security is about more than encrypting the connection, of
course, but there are realistic, standards-compliant options to encrypt
SMPP connections.

I agree with the previous comment that classic SMPP isn't always the
protocol that service providers prefer. For example, Twilio provides a REST
API over HTTPS to access its SMS and MMS services. Details are available
here:

The z/OS Client Web Enablement Toolkit, provided at no additional charge
with z/OS 2.2 (and available at no additional charge for z/OS 2.1 through
the service stream), would be one excellent way to tap into Twilio and
other REST APIs. Twilio is also on IBM Bluemix.
