Perhaps it is your PC/Laptop operating system which has a very slow key
response time or repeat-delay or do you have any assistive software enabled?

If it is about transmitting the screen buffer over to z/OS, have a talk with
your network team, perhaps there is some bandwidth problem or just heavy
traffic.
