RECEIVE SYSMODS HOLDDATA           
        ORDER(ORDERSERVER(ORDSRVR) 
        CONTENT(ALL))              
        DELETEPKG.                 
Then APPLY CHECK/APPLY for
    SOURCEID (
 RSU* HIPER PRP 
 IBM*           
             )  

I IPL'd my updated z/OS 2.1 system and the missing TLS/SSL functions were 
working.
