Well, tape drives have "never" been supported by z/OS "directly." In the
most recent past you had to have an IBM 3592 Tape Controller Model C07, a
physical piece of equipment, sitting in between your mainframe and your
tape drive(s)/library, even if you only had a single, standalone tape
drive.
Semantics. Yes, there is (was) a controller between host and device.

It was A06, A60, J70, C07, etc.
But it was a controller, not virtualisation engine. No data was stored
on CU disks, MVS wrote (in)directly to real drive, number of devices was
a number of physical drives. Capacity od MVS volume was a capacity of
real tape cart (with compression of course).
TS7700 is VTS. Different animal. A lot of differences. It can work even
without physical tapes.
BTW: I don't miss IPL from tape, I use 3592 drives for backup and ML2
purposes (sounds reasonably?). I have no problem with cart utilisation.
No cases like "100MB dataset on dedicated volume, 99,9% capacity lost".
BTW2: For software installation I have 3490E, 3590H or 3592-J1A. ;-)
BTW: TS1150 can be used as backend drive by TS7700 virtual tape server,
but I mean direct or native support.
The IBM TS7720 is your new, smarter tape controller. As it happens, your
new tape controller also includes virtual tape features. There's no longer
any need to have a separate IBM 3592 controller for your physical tape
drives and libraries.
There used to be a need for single, standalone tape drives for initial
operating system loading purposes. Nowadays DVD is the preferred physical
distribution media for initial operating system loads and for other
scenarios requiring physical media software distribution.
As far as I know there are no plans to introduce or re-introduce a less
talented tape controller, but you can "ask your friendly IBM
representative."
