I opened an SR for this problem, which turns out to be easily recreatable through 2.1. Support insists that HASPINDX is indeed gone as of 2.2. (They did not explain how they will handle syslog for a defined but inactive MAS member.) I decided to drop the issue. Not worth anyone's effort to attack an expiring problem.
