​What OS? Hardware wise, there is STIDP. But it requires supervisor state.

STIDP does not have the capacity information. It has only LPAR number, last four digits of machine serial, and machine type.

The STSI instruction, CSRSI (the unauthorized wrapper around STSI), and SYSEVENT QVS all return this information.
