Dennis has nailed it. The NEW HLQ is non-SMS, and there is not enough
space available. I would recommend you use OUTDYNAM and a list of
non-SMS volumes if you really want non-SMS. If you want SMS, either
update your ACS routines to assign the proper STORCLAS to NEW, or use
DFDSS parms BYPASSACS and STORCLAS, as Dennis suggested.
