I am out on a limb here talking about stuff I don't know about but isn't there a configuration option in TCP to start various related tasks like TN3270 and FTPD? Is the start command in there?

I check our PARMLIB concatenation and did not find a start command for EZAZSSI; and, I know the IPL procedure did not start EZAZSSI?
