IBM discontinued program services for OS/390 Version 1 Release 3 on March
31, 2001. I haven't been able to find the exact date IBM introduced IFLs,
but it was no later than September, 2000, and they were available on
machines as old as the System/390 G5 models introduced in 1998.

So, OS/390 1.3 and IFLs were IBM supported contemporaries of one another
for at least several months. However, that shouldn't matter. The IBM z890
does not support z/VM Mode LPARs, so it's not possible to mix CPs (with or
without specialty engines) and IFLs in the same LPAR. z/VM Mode LPARs were
introduced on the z10 models (2008). ICFs were not alien to OS/390 1.3, but
zAAPs (available on z890/z990 through zBC12/zEC12) were/are. The z890
predates zIIPs (z9 and newer), so zIIPs won't be a factor on a z890.

As a reminder to the original poster, just make sure you have a license
from IBM to run OS/390 Version 1 and whatever else you're running. "Contact
your friendly IBM representative."
