You could try adapting <http://web.archive.org/web/20140428121940/http://www.jaymoseley.com/hercules/cbtware/pdsupdte.htm> - my own hardly worth to mention change doesn't translate the input to UPPERCASE...
And if anyone has a version of this utility that can handle any RECFM/LRECL, I'd love to have a copy, as my assembler skills to make such a change are totally non-existant...
