Ignoring the question of intent, the list might be used to create JCL for a 
batch
job with a final step, PGM=IEFBR14,COND=(0,LE), with DD DISP=OLD for
each data set in the list.  All earlier steps will be under ENQ EXC for those
DSNs but the allocations will never be performed.

JES3 setup might complicate matters.
