If RCTLACS > RCTIMGWU, the LPAR is soft-capped (if they're equal, may be hard-capped, may be soft-capped, might just be busy). SYSEVENT REQLPDAT returns the same information in fields LPDATAVGIMGSERVICE and LPDATIMGCAPACITY, as I think you've figured out.
