Your IGYWCLG procedure, judging from its name is a Compile Link Go one, which therefore probably expands to three separate steps. It's the third step, the GO one for which you'd need to define SYSIN. So the JCL (which does have a SYSIN statement now) is probably applying that to the first step of three.
