Last time we performed a change like you are describing we were at code level 
32.01.0008 and it did require a bounce of the VTS.
It was to bounce the IP stack.  At that code level the only way to perform that 
IP release/renew was to bounce the VTS.
It has been some time ago...code level 32.01.0008
Hopefully someone with more current experience or knowledge of later code 
levels will enlighten if this has changed.

Has anyone ever changed the network for their TS7720 GRID  -by that I mean, 
changed the IP addresses and gateways that are used for the 2 or 4 grid 
replication WAN links, and swapped the cabling, during a switch upgrade for 
example? I am curious if the VEB has to be taken offline for such an update, or 
if the machine only needs to be in service prep?
