Last time we performed a change like you are describing we were at code level 32.01.0008 and it did require a bounce of the VTS. It was to bounce the IP stack. At that code level the only way to perform that IP release/renew was to bounce the VTS. It has been some time ago...code level 32.01.0008 Hopefully someone with more current experience or knowledge of later code levels will enlighten if this has changed.
