I did see that he said the RACF DB is shared. That change to the PROGRAM class 
profile which I suggested will give access to the resources on that one or more 
SYSID.

We have many LPARs on two SysPlexes in total. Some LPARs may be used to use 
COBOL compilers and others are blocked via PROGRAM Class.

It is up to the OP to decide on that, but for myself I need to implement the 
RACF PROGRAM class method to comply to licensing of the compiler.

I agree with all of what you said. It is up to the OP to decide on what is 
available and what to use.
