Unfriendly countries can (and still do) buy any mainframe HW on second hand and simply steal the software. As a former unfriendly-country citizen I know a lot of interesting stories related to the topic. Communists had MVS (and former) source code a long after IBM stopped distributing it. As I said, there are still countries on the East which do not care about IP (Intellectual Property) rights. Last, but not least - we all know Connor Krukosky - he paid for z890 much less than the cheapest zPDT offering for 1 year.
