There is no single official document for IND$FILE. Over the almost
three decades that it has existed, a large handful of people (maybe
two handfuls) have made it their business to understand the complete
protocol. One of the earliest I know of was Pierre Goyette, then at
McGill U. Of course all the independent makers of TN3270 terminal
software have implemented some version or another in their products.
One of the early discussions is in the VMSHARE archives from 1990-1992
at http://vm.marist.edu/~vmshare/browse?fn=IND$FILE&ft=PROB

As is currently the case with IBM's Media Manager, there were rumours
that the full IND$FILE protocol doc was available for $1M or
something. Well, who knows - in those days reverse engineering was not
proscribed the way it often is now, and I doubt anyone paid the big
bucks.

There is also a good and reasonably current summary with more recent
pointers to doc at
http://gsf-soft.com/Documents/IND$FILE.html

And one or two of the handful are still around and maybe even still
talking... Check out http://www.cbttape.org/ftp/cbt/CBT607.zip for one
person who is currently (2016) updating his product..

But I imagine you have little interest in the protocol details. Yes,
you should be able to invoke IND$FILE via IKJTSOEV, but to what end?
Your 3270 emulator has to be expecting the resulting data stream, so
it's normal for the emulator to issue the IND$FILE "command" when you
invoke its "file transfer" menu.
