If you were running close to the limit prior to upgrade to z/OS V2.2 without realising it you may just need to review some settings.
CSM with D NET,CSM and SYS1.PARMLIB(IVTPRM00) are a good place to start. You may need to look at this if you've added IP interfaces or turned on multiple OSA queues.
