I don't have any REXX examples, but have you looked at using BCPii? I think you can issue queries thru BCPii to the various systems in the sysplex and from that you can get the LPAR weights, capping setting, etc., from the various SEs that manage the LPARs.
Alternatively, if you have HW access, you could use an HMC and via the Change LPAR Controls task, you could export all properties (including weights and capping) to .csv files for each system in the plex and then import the values into a spreadsheet.
