One problem with appending to a PDSE member is that the JCL meaning of DISP=MOD 
for a member is not "append"; or putting it differently, there is no current 
nor obvious JCL syntax for member append.

Yes, yes, of course, that is not a good reason to disallow it in other 
contexts. Just sayin'.
