Hello Peter, For z/OS it doesn't matter in which STEPLIB library the load module is loaded from. In other words the entire STEPLIB DD is treated as "one thing", either APF'd (in case ALL libraries are in APF list) or not (in case one or more libraries are not in APF list). The situation you have described sounds WaD (work as designed).
