LAST ALTER DATE-The julian date (YYYY.DDD) on which the GDG base was last 
altered, by adding or removing a GDS.

I have no idea what a value of 0000.000 indicates, probably have to look in 
some control block listing to find.

IDCAMS LISTC of a GDG base shows a LAST ALTER date. When was this introduced? I 
can't find this.

We think we can interpret a date 0000.000 as 'not altered' or 'altered before 
yymmdd'.
