I thought option 6 preserved case. In any event the command line in the editor does. Try opening an edit session in ISPF -- get all the way to the actual edit screen, not the file name panel -- and try the command from there, prefixed of course with TSO.
If it is happening when you use a member as input directly (not as a TSO command) then it is RACF or TSS that is uppercasing you and I have no idea what the solution might be.
