Starting with IBM Ported Tools OpenSSH 1.3, or z/OS OpenSSH 2.2, you need to have ICSF running for /dev/random support. A crypto card is not required. This is because later versions of OpenSSH wisely do not support "ssh rand helper" any longer.
But all that use OpenSSH on z/OS should run ICSF with CPACF, since it will save you a bunch of CPU cycles.
