Go to the z/OS MVS Diagnosis Reference book, Storage Subpools, and read it very carefully. You *MUST* explicitly choose the proper subpool to do this (and you must be authorized to do it as well). Only specific subpools allow you to explicitly specify the storage key to be used. And specific subpools must also be used based on if you wish the storage to be or not be fetch protected (and you said you want it to not be fetch protected).
