RFE can work for very small components without too many requests, such as a specific programming language. When the number of requests gets large, it falls quite short.

For something important and complex, like z/OS or any of its subsystems, IBM development wants to know how many *customers* are interested in an enhancement proposal and whether they consider it critically important or merely nice to have. RFE only allows *individuals* (not *customers*) to LIKE various proposals. The two simply don't correlate. And, without periodic ranking of requirements to keep things relevant, development can't ever be sure what their customers really want next.

I followed your link to SHARE and clicked on Register to make an account. Oops. 
That was unexpected.

I have no idea what you saw, but generally the term "register" applies to SHARE conference/event registration (CFP for Providence has been open for several weeks now) whereas the term "join" would apply to membership.
