If the answer is yes and you share the catalog(s) between sysplexes, then of course you can't do it. If not, I don't know why you wouldn't use GRS instead, but that's not your question. I haven't used MII in combination with catalogs using RLS, so I can't comment on that aspect. I have used catalogs in RLS without any issues.
