Download Director did not split the single SMPMCS file into these 3 segments, so its options won't affect this. During production, not download, the GIMZIP service routine splits the single large archive file into 3 segments when the archives are created. This is determined by the SEGMENT=500M option for GIMZIP specified by IBM's order production process.
You cannot "merge" these archive segments. Your only choice is to upload all of the files to z/OS and run SMP/E RECEIVE FROMNTS or GIMUNZIP, which will combine the 3 segments and then extract the MCS from the single large archive.
