Well, we finally asked IBM for help with our OAM/MTL problem and learned that it's not possible to use an MTL while simultaneously using BTLS (basic tape library support) to manage our old physical tape library.
The ptf that we've been excluding from all recent z/OS upgrades would have been a clue if we had bothered to read it carefully. UA11784 is the z/OS 2.1 version. It turns off BTLS support and enables SMS library support. We are moving on with virtual tapes defined as a different device type from the BTLS-controlled devices.
