It used to be that TRANSWAP physically swapped out (to Aux or expanded) all of the storage owned by the address space. Now, we just quiesce the address space, and then move any any fixed frames it owns in reconfigurable (aka "nonpreferred') storage to nonreconfigurable (aka "preferred") storage.
